This is an Act 2 side quest given by Alicia in New Harbor, a small village located southeast of the Old Arkovia Rift gate.
Quest Log[]
A group of survivors in New Harbor are being forced to work for Cronley's gang, and the quota for their deliveries keeps increasing. Alicia says her people have fallen behind in collecting scrap, and fear the repercussions. She asks you to collect the missing scrap in the village's stead.

- Deliver the Scrap to Silas at New Harbor
- Return to Alicia at New Harbor
Background[]
You can choose to deal with Silas in one of four ways:
- Give him the Scrap. Talk to Alicia again for the reward. You may still choose to kill Silas after.
- Bribe Silas to leave New Harbor. Pay him 2500 Iron and he will be only too happy to move on.
- Kill Silas. You will then need to fight him. Speak to Alicia afterwards.
- Ignore Silas. Kill Cronley, the Act 2 Boss.
When you kill Cronley, regardless of if you bribe Silas or fulfill the townsfolks' 'obligations' - Silas will be gone, but the townsfolk will remain at New Harbor, and refuse to join at Devil's Crossing.

After delivering the Scrap and receiving the XP reward, you can talk with Silas again and choose to kill him. Killing Silas will unlock the quest For the Children, but it will not return you the Scrap.

Alicia from New Harbor in Old Arkovia. Her village is being extorted by the nearby bandits and the quota for their deliveries keeps increasing. With her people spread thin trying to collect enough fish for the tribute, they have fallen behind on their scrap collecting. If they do not deliver enough scrap to Silas, their overseer, he will undoubtedly execute someone. Alicia was very clear that no harm should come to Silas as she fears retribution. She has asked you to collect the missing scrap in the village's stead. The bandits have a stronghold on the Four Hills nearby that should have scrap.
